The Devil is the keeper of Hell, a domain for punished souls. Although he knows how it all ends ("God wins"), he is determined to do as much as he can to oppose God until the end. He also convinces Sam that he (Sam) is doing good by clearing the world of the escaped evil souls.
The Devil is in charge of Sam's assignments from Hell. He owns Sam's soul and has threatened to take Sam's mother if Sam does not obey him "It's the lady or the tiger, Sam." - The Devil. Despite this however, he has a kinder side towards Sam. He encourages Sam's personal development and unlike Sam's real parents, does not coddle him. This has led Sam to succeed as a bounty hunter where he has failed at many other things in his life.
